The Navilla Association was founded on the belief that people who use personal care assistance should be the ones shaping the policies that govern it. We give our members a direct voice in decisions that affect their lives.

Since 2005 we have worked alongside policymakers, health authorities and community leaders to build a more inclusive and just care system.

A history of making change happen

2005

Founded

A group of care users and families came together to form the Navilla Association, demanding a non-profit, member-led alternative to private care providers.

2010

First major policy win

Navilla's advocacy contributed to landmark legislation strengthening the right to personal care assistance and expanding eligibility nationwide.

2016

Care Academy launched

We opened the Care Academy to professionalise personal care assistance and give assistants structured, recognised qualifications.

2026

Today

Navilla serves over 4,000 members across 12 countries, employs thousands of care assistants and continues to lead the way in rights-based, non-profit personal care.

Our policy team engages directly with legislators, health ministries and international bodies to ensure that the rights of care users remain protected and expanded.

We produce annual reports, publish position papers and organise public events to keep the conversation going. Because the moment we stop advocating, progress stalls.
